Ideally, goodness should prevail among groups. With a sense of accountability towards respective actions, only then will people learn to value ethics. This is crucial for any company because with the possibility of getting big losses, any attempt at fraud should be cut short or prevented with the help of concerned individuals.

On the other hand, this is also a good way for employees to ensure that they are being treated right by the management. The act of reporting is a crucial element while the corresponding action will put a finality in the resolution.

An automated system would only put off some tippers as they would think that the complaint will not cut through.
